Can't use more than 4 GB memory in Windows XP?
If you have Windows XP machine then you will come across this situation, this is because Windows XP does not support even full 4 GB memory, please consider installing Windows 7 64 Bit or else remove those extra 4 GB RAM chips\stick and install them on spare PC if you have any. 

This is known issue hence nothing to worry about it.

After installing 4 GB or more memory you would see only 3.97 GB or lesser memory in System Properties tab.

Before you plan to install Windows 7 check if your machine supports 64 Bit editions of Windows 7 and also we recommend you to run windows 7 upgrade adviser.
